Following a state of civil war since 50 years, the government of Colombia and Revolutionary Armed Forces of Colombia (FARC) are opting for a peace agreement (Guaqueta and Arias, 2008). A peaceful society requires a disarmament, demobilization and reintegration of former combatants in order to sustain peace and ensure security in the region. In the case of Colombia, UN is serving with expertise to assist in implementation of the program. After the conflicts are resolved, the mind set of former combatants is completely shifted to a new horizon. They compared the benefits of DDR program with remaining armed and equipped with weapons and attached to a violent group.
It is therefore necessary to first create a weary sense in the combatants towards war to pursue them to accept DDR program and involve them in the plan of the authorities. In this case, both parties will agree to cease-fire if they are ensured of security given by the government. The issue in Colombia was that the para military groups were found to be involved in drug trafficking, landowners were involved in attacking, while there were some other armed groups who were involved in kidnapping. Colombia’s government signed a peace in accordance with para military group to disarm and demobilize their units in the interest of peace of Colombia (Spagat, 2008; Nussio, 2011 ). However, these groups still exist and work in covers. Another factor which was involved in the failure of this accord is the economic dilemma of the former combatants. The former combatants, after discharging, did not find proper livelihood and sound economic position in the society. Hence, they return to their previous combatant state.
The Colombian issue was there since half a century. Thus the government decided to involve United Nations for proper implementation of DDR. UN played its role in improving the reintegration phase of DDR. It provided Colombia with adequate funds which were to be utilized in settling of former combatants in the society as well as preparing the society for accepting their return. UN also took measures to increase awareness about DDR among the participants of DDR.
