Communications free of error is something that all of the users expect and enjoy, no matter what. Digital form of transmission, with the ability of fully avoiding cumulative degradation induced by noise, should be providing this. One cause for the reality of digital world is not to meet the expectations is mis- timing within the equipment of transmission when there is regeneration of data (Haskell and Morley, 2004). When mis- timing ends up becoming extremely large, there are production of errors and the systems can end up becoming unusable. Even at low importance of mis- timing, there is increase in the variations of phase and sensitive nature towards amplitude that also results in suffering the performance. The documents of IEEE standards are established in the Technical forms of Committees in the Societies of IEEE and the Standards for the coordination of committees as per the Standards Board of IEEE. Members in the committees contribute in serving in a voluntary manner and in the absence of compensation. The development of these standards in IEEE contribute in representing a consensus of the large number of expertise within the scope of the subject.
