There are issues related to the MOE, when it comes to the Taiwanese English Student Environment. However, other aspects can be identified which are that of the motivational aspects as seen in the case of Chen’s (2008) research. There appears to be a lack of cohesiveness when it comes to students’ working together on English language learning tasks (Chen, 2008, p.121). Students seem to lack a sense of cohesiveness which leads to grouping and aids them in group working tasks. Where they are able to work as groups, they would have better motivation.
Taiwanese students might have opportunities to improve on their English Speaking and Listening skills in other ways as well. For instance, some researchers such as Huang (2005) approach the issue from the viewpoint of institutions. In many non-English speaking countries, a learner’s acquisition of English can be profoundly affected by a government’s policy toward the role of English in society and also by the procedures for implementing those decisions in its education system” (as cited in Huang, 2005). Correspondingly, the Taiwanese government has established many English education policies since the 1950s. The Taiwanese Council for Economic Planning and Development (2002) cites developments that address ways to enhance practical English skills for daily life, balance of urban and rural English education, and improve government employees’ English proficiency (as cited in Huang, 2005). However, as presented earlier, the Government still understands and enforces English as a foreign language and this could be a constraint in itself. These forms of constraints are not present in the English speaking environment, such as the United Kingdom.
Even in such cases where the Government might focus on preparing children in junior and senior high schools with a special focus, it is noticed that they would primarily only focus on the vocabulary, the syntax and the grammar. The speaking process is rarely checked or trained in the Taiwanese environment. Hence, the benefits for students when they learn English in an English study environment will increase definitely as research studies show.
