Despite the problems and tensions identified in economic planning because of some of the environmental planning initiatives, there are still ways that economic planning can benefit. The cultural, entertainment values of a city can be used responsibly for economic benefits. These artistic and cultural values in fact impact not only on the economic planning but also environmental and social entities. The culture regenerations which are popularly defined through the Bilbao effect have helped many cities in the past. Culture and art in the city will attract more talents to the city. Semba in Osaka after a period of falling into commercial affects is now being revived with focus on culture and arts. The Semba Art Cafe brings in famous musicians from Thailand, Mongolia and India (Osaka City University, 2010). Semba architectural festivals and community activities reinvigorates the city. The architectural festivals also incorporate environmental planning as well as reusability is created (Koichi, 2012). It creates a place of employment for skilled workers as well. The Gender violence that Osaka faces might reduce with the influx of more cultured and talented people which the art based regeneration in Semba will influence. At present there is a gender inequality based on Japanese culture (Tabin, 2012).
