Consumption of non-healthy commercial products like tobacco and alcohol is predominant in many cultures. Due to their ill social and health effects coupled with indifference of people about them, it often falls unto the government to tackle these issues and dissuade people from over-consuming these commodities. The government often resorts to fiscal measures to demotivate people from consuming such unhealthy items, like increased taxation of the products or imposing a minimum price on the goods. One such policy adopted by the Government of UK is the introduction of minimum unit pricing of alcohol at off-license shops and supermarkets (and not bars, clubs etc.). The aim of this study is to assess different existing literatures that touch this topic and to infer if such a policy will yield any positive result in the economy. The study is a synthesis of different researches done with this or similar objective to conclude if the aforementioned policy will be effective in England and Wales. The review looks at two kinds of researches- location based and intervention based. Since the policy-in-point uses an intervention on selective locations, the analysis needs to focus on the sensitivity or response of consumers to the intervention at these locations.

Naimi, Nelson and Brewer (2010), the first study of its kind, assessed the binge drinking behaviour in the selected states of America. While the focus of this study is to identify independent factors associated with binge drinking and not on location, it brings forth certain aspects of binging on alcohol which together with location, will be useful in assessing the effect of the policy being considered in this paper. The study found that binge drinking is associated more with young males of non-white race in the age group of 18-34 years. It also concluded that binge drinking was mostly associated with beer followed by wine or liquor.
